Leo Lung serves as Technical Director in SCB’s San Francisco office, leading technical coordination and quality assurance efforts from design through construction. He works closely with project teams to translate design vision into well-executed buildings while establishing technical standards that support consistent delivery across complex projects.

Leo brings broad experience across high-rise residential, mixed-use, aviation, student housing, office, and hospitality developments throughout the U.S. and internationally. His portfolio includes complex urban projects integrating residential, retail, and amenity programs while meeting demanding technical and sustainability requirements. Notable work includes Transbay Block 4 in San Francisco, a 52-story residential tower shaping the city’s skyline; Anaha in Honolulu, a luxury residential tower within the Ward Village master plan; ARQ at Cumulus in Los Angeles, a mixed-use residential high-rise; and David Blackwell Hall at UC Berkeley, a major student housing development supporting campus growth. Leo also contributes technical leadership to SCB’s aviation portfolio, including work supporting the San Francisco International Airport cargo development and the Los Angeles World Airports Terminal 2 refresh program.

A licensed architect in California, Leo also holds NCARB, CDT, and PHIUS Certified Consultant credentials, reflecting deep expertise in building systems, documentation, and performance-driven design. He is active in professional organizations including AIA and the Construction Specifications Institute and serves as a leader within the California chapter of CVU, an international organization focused on advancing city vitality and urban development dialogue.

Leo holds a Master of Architecture from the University of Pennsylvania and a Bachelor of Science in Civil Engineering from National Taiwan University.
